In exercise of the power conferred by clause (3) of article 166 of the Constitution of India, the Governor is pleased hereby to make the following amendments in the West Bengal Rules of Business, as subsequently amended (hereinafter referred to as the said rules): -
Amendments
In the First Schedule to the said rules,
1. under the heading “Departments”, after item LIV and the entry relating thereto, add the following item and entry:-
“LV. Department of Bio-Technology”;
2. under the heading “Allocation of business among departments”, after the sub-heading “LIV. Department of Paschimanchal Unnayan Affairs” and the entries relating thereto, add the following sub-heading and entries:-“LV. Department of Bio-Technology”;
Part I
1. Formulation and implementation of the State Bio-Technology Policy.
2. Formulation of plans for the State as a whole involving various sectors of Bio-Technology.
3. Co-ordination of work of different departments, as also Universities, Central Institutes, research Laboratories and Industries regarding development and application of Bio-Technology.
4. All matters in connection with or relating to the constitution and functioning of the West Bengal State Council of Bio-Technology.
Part II
1. State Public Services with which the department is concerned (entry 41 of List-II).
Part III
1. Union Public Services in respect of matters with which the department is concerned (entry 70 of List-I).
2. Participation in international conferences, associations and other bodies and implementation of decisions made thereat, so far as the department is concerned (entry 13 of List- I).
3. Entering into treaties and agreement with foreign countries especially for receiving financial aid for development or application of Bio-Technology (entry 14 of List-I)
4. Union agencies and institutions for promotion of special studies or research, in respect of matters with which the department is concerned (entry 65 of List-I).
